PAGCOR E-Games is the regulator’s shorthand for the electronic games it licenses at gaming venues, together with the online platforms those venues run for their registered players. This page reads PAGCOR’s own documents to show what the term covers, how large the segment is in the figures PAGCOR prints, and how you check any operator against the lists PAGCOR publishes. Play is for adults aged 21 and over, and every figure below names the PAGCOR page it comes from.
What PAGCOR means by PAGCOR E-Games
PAGCOR’s own pages rarely use the hyphenated word. The Electronic Gaming Licensing Department page and the Regulatory Framework for Gaming Venue Operations say “Electronic Gaming” and “Electronic Casino Games”, while PAGCOR’s press releases and chairman’s quotes say “E-Games”. Read them together and the picture is consistent.
| Term | What PAGCOR’s framework says |
|---|---|
| Electronic Games | All games offered in an Electronic Gaming Operation, divided into game offerings, including traditional bingo |
| Electronic Gaming | Electronic games at PAGCOR-licensed gaming venues outside the gaming area of a land-based casino, including online gaming for registered players of a specific gaming venue |
| eCasino Games | “Virtual games of chance and mixed game of chance and skills, that is commonly offered in the casinos” |
PAGCOR’s Electronic Gaming Licensing Department issues a Gaming License for each of these offerings:
- Traditional Bingo Games
- Electronic Bingo (E-Bingo) Games
- Electronic (eCasino) Games
- Sports Betting
- Specialty Games
- Online Poker Games
- Numeric Games
E-Games Philippines: the size of the segment in PAGCOR’s figures
Three PAGCOR documents give the segment a number, and each counts a slightly different block. Keep the period and the definition next to every figure.
| Period | Figure PAGCOR prints | Source page |
|---|---|---|
| Calendar year 2025 | Industry GGR Php396.14 billion; “E-Games and online gaming segment” 50.77% | PAGCOR headline on 2025 GGR |
| Calendar year 2025 | “Electronic Games” row Php185,258,719,554.36 of Php396,138,802,763.57 | PAGCOR Philippine Gaming Industry Data, CY 2025 |
| First half of 2025 | Electronic Games sector (E-Games, E-Bingo, bingo grantees) Php114.83 billion, 53.47% of Php214.75 billion | PAGCOR press release |
| Second quarter of 2026 | Electronic gaming sector Php39.85 billion, 45.21% of Php88.13 billion | PAGCOR headline on Q2 2026 GGR |
The 50.77% is not the E-Games row alone. PAGCOR’s headline says the electronic and online segment, which includes E-Bingo, E-Games, bingo grantees and onsite and offsite poker, brought in Php201.12 billion. The data sheet’s single “Electronic Games” row works out to about 46.8% of the year (Php185.26 billion divided by Php396.14 billion, this page’s arithmetic).
PAGCOR’s Q2 2026 headline adds that licensed casinos made Php45.37 billion, or 51.49% of the quarter, so the online block was the smaller one that quarter. PAGCOR’s industry statistics page on pagcor.ph lists the newest quarter it has published, so read it before quoting a later figure.
Egames online: why the online platform belongs to a venue
PAGCOR’s Electronic Gaming Licensing Department page states the rule in one sentence: a service provider’s electronic gaming platform and its games must be offered at the gaming venue, where the remote or online operation is an adjunct service for its registered players. In other words, an online E-Games site is meant to trace back to a licensed gaming venue and an accredited gaming system administrator.
That has three practical consequences you can test yourself:
- The player must be registered. PAGCOR’s general house rules say only registered players are allowed to play.
- The venue has an operator on PAGCOR’s licensee list, and the platform has an administrator on PAGCOR’s brand list.
- Anyone under 21 is barred, along with students, listed government and uniformed personnel, and people in PAGCOR’s National Database of Restricted Persons.
PAGCOR’s chairman has tied the segment’s growth to tighter rules. In a 2025 speech reported on pagcor.ph he described the mandatory de-linking of e-wallets from online gaming platforms as a safeguard, and said it caused a temporary dip in August and September of that year.
How to check an operator on PAGCOR’s published lists
PAGCOR publishes the lists under Regulatory, then Electronic Gaming on pagcor.ph, and runs a second tool at pagcorguarantee.ph. The copies read on 19 October 2026 carry these dates:
| List or tool | What its rows give you | Date on the copy read |
|---|---|---|
| Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs | Administrator, game offering, main brand, up to six sub brands, domains | October 8, 2026 |
| Registered Brands and Domain Names/URLs of Licensed Casinos | Integrated resort, suite of games, brand, domains | October 8, 2026 |
| Licensees for Gaming Venue Operations | Operator names | September 30, 2026 |
| PAGCOR Guarantee | Cards headed “PAGCOR-authorized online gaming websites”, with filters by game type | No date printed |
Run the check in this order:
- Write down the exact domain in your address bar before you type anything.
- Search the brand lists for the brand and, separately, for the domain. A similar name is not a match.
- Compare the domain letter by letter with the main domain, sub-domain and additional URL columns.
- Note the date printed on the list, because the lists move.
- Do the same on the PAGCOR Guarantee site, and treat a miss anywhere as a reason to stop before you register.
The site shows a PAGCOR logo and a licence certificate, so you assume it is checked.
Ignore the image and open the lists. PAGCOR’s public notice says entities use fake certificates to deceive players and asks the public to report unauthorised use of its logo.
Where the three spoke pages take you next
Once you can read PAGCOR’s lists, three narrower questions come up.
- The E-Games cafe venue rules page explains what a physical venue must be before it counts as a gaming venue, and how that differs from a shop that merely runs casino games.
- The PAGCOR address and contact routes page prints the head office and e-mail routes exactly as PAGCOR’s contact page gives them.
- The new online casino Philippines vetting checklist walks through the sign-up form, the cashier questions and the red flags.
Keep your own limits next to the regulator’s lists
A list tells you who is on record. It does not tell you how much of your month to risk, and PAGCOR’s responsible gaming reminders say gambling is not a source of income. Set gambling limits you control before you register anywhere, and read the promo terms to check before accepting any credit.
If a session stops being fun, PAGCOR’s self-exclusion programme applies across sites licensed and operated by PAGCOR, and the responsible gaming help page gathers the routes. Securing your own login is the other half of the job, which the JiLi333 account safety checklist covers, and the game side of this site starts at the JILI games comparison.
